Headquartered in Fairmont, West Virginia, A3L Federal Works was founded by Roya Maher, a certified Project Management Professional (PMP), with extensive experience in project plan development, scheduling, budgeting, and day-to-day operations and management responsibilities. Ms. Maher is a skilled Industrial and Operations Research engineer with a strong background and experience in software engineering and process control.
Our project work and expertise range from systems and software engineering and development, to science and technology solutions in biometrics, process improvement, mission assurance, performance metrics, and training.

Roya Maher founded A3L Federal Works after many years of working in government and civilian sectors on a variety of technical and leadership projects. She has participated in and led various projects for Department of Defense (DoD), Department of Justice (DoJ), and National Aeronautics and Space Administration (NASA), in areas of Software Independent Verification & Validation (IV&V), CMMI, Performance Metrics Development and Analysis, Systems and Database Management, Software Requirements Development and Management, Automated Biometrics Identification Systems, and Technical Training. She also has had extensive experience with the commercial customers such as General Motors Corporation and provided services in the areas of product quality, reliability, statistical process control and continuous improvement.
Most recently, Ms. Maher provided technical training and performance management solutions to Department of Defense as a subcontractor of Northrop Grumman Corporation, the prime contractor on the DoD ABIS project. services provided included the evaluation and assessment of training needs, development of instructional design and materials, such as Computer Based Training (CBT), learning management, and course content delivery.
Ms. Maher holds Bachelor of Science and Masters of Engineering degrees in Industrial Engineering and Operations Research from Cornell University in Ithaca, New York. She has completed course load for a Certificate in Software Engineering from West Virginia University, and she holds a Federal Acquisition Management Certificate. She has also completed CMMI training and implementation at Carnegie Mellon Software Engineering Institute.
A dedicated supporter and volunteer for educational and school-related activities and projects, Ms. Maher is an active leader in her community. She serves on the Parent Teacher Student Organization (PTSO) as a Committee Chairperson and is a member of the Local School Improvement Council (LSIC).
She has served on the executive board of her Homeowners' association as Treasurer and President for the past 10 years and has effectively managed the maintenance and financial activities of association. Her most recent accomplishment included managing the successful completion of a quarter of a million dollar project for upgrading the storm water system and road conditions of the neighborhood.
Ms. Maher is an advocate for STEM (Science, Technology, Engineering, and Math) activities and has volunteered as a member of Math Counts organization, teaching after school math classes to Middle school students.
Ms. Maher continues to be involved and support community activities and help promote STEM initiatives and sponsor engineers of tomorrow.
